Buyer seeks a vendor to provide support services for its Billing, Collection and Customer Service system (BCCS), a customized version of SPL World Group CIS Plus application. The selected proposer will offer software development, technical support, maintenance, and data conversion services. Buyer requires expertise in CIS Plus, Natural coding language, and Smalltalk. The contract term will be between one and four years with annual performance reviews.

• Substantial experience maintaining CIS Plus for similarly sized utilities on Oracle/HP-UX platforms
• Resources with 10+ years developing in Natural Language
• Resources with 10+ years experience with Smalltalk

• Provide software development services for BCCS application
• Offer 24x7 technical support and troubleshooting
• Maintain BCCS application including defect resolution
• Assist with data cleansing and conversion for CIS replacement
• Develop and maintain integrations with edge systems
• Create technical documentation for existing code and processes
• Perform system operations and daily monitoring
• Modify existing application code as needed
• Conduct performance management and technical evaluations
• Provide ad hoc application training (less than 4 hours)
