Cameron County

Buyer is seeking service providers to operate the Cameron and Willacy Counties Colonia Self-Help Center Program. The program aims to provide housing assistance and community development services in designated colonias. Providers will be responsible for reconstructing/replacing housing, conducting public service activities, and managing program operations. The contract period is for four years with services to be completed within two years.

• 10/9/2024 - Pre-proposal meeting
• 10/11/2024 - Proposal questions/clarifications due
• 10/16/2024 - Proposal Due Date

• Must be a local nonprofit organization, local community action agency, or local housing authority
• Demonstrated ability to carry out self-help activities consistent with state requirements
• Organizational capacity to provide staff, equipment, office and warehouse space

• Operate Colonia Self-Help Center Program
• Provide housing assistance services in designated colonias
• Reconstruct/replace housing units
• Conduct public service activities
• Manage program operations and staffing
• Leverage additional funds beyond $100,000 grant cap for reconstructions
• Conduct outreach and client certification
• Provide tool lending services
• Conduct required classes for program participants
• Complete scope of services within two years
