The buyer seeks consulting services to prepare for procurement of a new Human Resources Information System (HRIS & Payroll) / Human Capital Management (HCM) solution. The consultant will assess the current systems, conduct market analysis, and recommend a path forward. The project includes reviewing requirements, developing documentation, identifying business needs, and presenting recommendations to leadership. The buyer employs approximately 650 full-time and 550 seasonal employees across union and exempt categories.

• Have previous experience and expertise in HRIS & Payroll/HCM systems
• Experience implementing at least 3 different HRIS/payroll products with public sector clients

• Assess current state of City's HRIS and payroll systems
• Conduct marketplace analysis of available HRIS & Payroll/HCM products and services
• Submit report recommending path forward to procure new HRIS & Payroll/HCM system(s)
• Review current and future requirements for payroll and HR programs/services
• Develop process/workflow documentation on current payroll processes
• Identify business requirements including functional and technical system requirements
• Provide recommendation and business case deliverables
• Present final report to City's Senior Leadership Team
