External Evaluation Services for Title III Grant
Bellingham Technical College
Buyer seeks an external evaluator for a 5-year Title III Cooperative Arrangement Development grant awarded to Bellingham Technical College and Walla Walla Community College. The project aims to improve student access, persistence, and credential attainment through data systems, improved entry services, and competency-based education pilots. The evaluator will develop evaluation plans, design instruments, collect data, and write annual reports. Evaluation work may be performed remotely or hybrid.

- 10/7/2024 - College Response to Questions
- 10/11/2024 - Proposal Due Date
- Meet with Project and Activity Directors for orientation on evaluating the Title III cooperative grant
- Develop initial evaluation plan collaboratively with Project and Activity Directors
- Design evaluation instruments and determine appropriate measurement activities
- Collect baseline and ongoing project evaluation data
- Write annual evaluation reports for Annual Performance Reports
- Provide regular updates to Grant Management Team on project progress
