The buyer seeks consulting services for a Housing Production Strategy Climate Study. The study will identify housing production actions resulting in positive climate outcomes from the Climate-Friendly and Equitable Communities program. The contractor will review land use policies, analyze housing strategies, and rank actions for effectiveness in increasing infill housing and transportation choices. The final report will inform updates to the buyer's Housing Production Strategy Tools, Actions, and Policies.

• Five years' experience with housing policy
• Familiarity with Oregon statewide planning goals, rules, and Climate-Friendly and Equitable Communities program
• Completed two relevant projects of similar complexity within last five years

• Conduct review of land use policy effects on transportation and infill housing outcomes
• Analyze DLCD's list of Housing Production Strategy Tools, Actions, and Policies
• Identify actions aligning HPS work with Climate-Friendly and Equitable Communities program outcomes
• Rank actions by effectiveness in increasing infill housing production and transportation choice
• Develop final Housing Production Strategy Climate Study report
