The buyer seeks contractors for a Lead Assistance Program providing residential lead remediation and abatement services. The program aims to address childhood lead poisoning by conducting lead-safe repairs and energy efficiency improvements in pre-1978 homes. Services include identifying and remediating lead-based paint hazards through encapsulation, replacement, or abatement. The buyer will establish a pool of qualified contractors to be used on an as-needed basis.

• Minimum 2 years in business or senior level experience in residential construction
• EPA-certified Lead Renovation firm with at least one Certified Lead Renovator
• Lead Abatement Contractor Certification for abatement employees (if doing abatement work)
• Demonstrated ability to complete lead-safe rehabilitation projects within given timeframes
• Experience managing and completing similar type, size, and complexity projects

• Perform lead-safe repairs and energy efficiency improvements in pre-1978 residential units
• Identify and remediate lead-based paint hazards through encapsulation, replacement, or abatement
• Coordinate with property owners and program staff
• Obtain necessary permits and approvals
• Control lead-based paint hazards in accordance with EPA and HUD guidelines
• Perform building envelope repairs including roof, door, and window replacement
• Conduct surface preparation, painting, and flooring repairs
• Remove debris in accordance with federal, state, and local requirements
• Provide documentation and tracking of construction progress
• Complete all work within agreed upon timeline
