• Not debarred or suspended from doing business with any government entity
• No violations resulting in DLBA contract termination in last two years

• Collect certified payroll documentation from contractors and subcontractors
• Review and audit payroll records for Davis-Bacon Act compliance
• Identify discrepancies and provide corrective actions
• Maintain detailed records of all compliance activities
• Provide regular compliance reports to the Detroit Land Bank Authority
• Conduct random wage interviews with workers
• Train contractors and subcontractors on compliance requirements
• Implement data security measures to protect sensitive payroll information
• Support audit activities with organized, audit-ready records
• Ensure compliance with federal, state, and local labor regulations
