The buyer seeks qualified arbitrators to hear cases and render decisions for the Lemon Law Arbitration Program. Arbitrators will resolve disputes between consumers and vehicle manufacturers/dealers regarding new and used motor vehicles. The buyer will appoint arbitrators to accepted cases, which will be conducted via videoconference. Arbitrators must apply relevant laws and regulations, issue typed decisions, and maintain impartiality throughout the process.

• 9/23/2024 - Proposal Due Date
• 1/1/2025 - Estimated Contract Start Date

• Minimum 3 years professional arbitration experience
• Ability to accurately record hearings
• Ability to scan and send documents electronically
• Valid email address and phone regularly checked

• Hear arbitration cases between consumers and vehicle manufacturers/dealers
• Issue written decisions with findings of fact
• Apply standards set in M.G.L. 90, §7N 1/4 and §7N 1/2 and 201 CMR 11.00
• Host and record arbitration hearings via videoconference
• Attend initial training provided by OCABR
• Maintain objectivity and impartiality in arbitration process
• Submit audible hearing recordings to OCABR
• Disclose any past employment with vehicle manufacturers/dealers
• Extend hearing time if necessary to obtain sufficient evidence
• Comply with Massachusetts Public Records law
