Stafford County

The buyer seeks to update its 2015 Economic Development Strategic Plan. The new plan should incorporate modern best practices, compare operations to similar localities, suggest incentives, consider workforce development, and include recommendations for the Economic Development Authority. The buyer requires a marketing plan and easy-to-read graphic to communicate the plan to constituents. The consultant will present the final plan to the Board of Supervisors.

• Review and update 2015 Economic Development Strategic Plan
• Incorporate modern economic development best practices
• Provide high-level comparison of Stafford Economic Development operations against similar Virginia localities
• Create applicable and suggested incentive packages
• Consider current workforce development relationships and initiatives
• Include recommendations for Stafford County Economic Development Authority
• Develop implementation tracking system with goals and milestones
• Create marketing plan for communicating the Plan to constituents
• Deliver draft documents by February 1, 2025
• Present final Plan to Board of Supervisors by April 1, 2025
