• Have been in business of providing services for a minimum of one year
• Have adequate financial resources or ability to obtain such resources
• Be able to comply with all federal, state, and local laws and regulations

• Conduct needs assessment of small businesses in El Paso County

• Provide one-on-one assistance and mentorship to small business owners
• Implement monitoring and evaluation framework to assess program impact
• Organize networking events and forums for knowledge exchange among businesses
