The selected contractor will perform annual financial statement audits and external performance audits of the NY State of Health Marketplace. The audits must assess compliance with regulatory requirements and identify any errors in eligibility determinations. The contract term is expected to be five years.

• Three years experience with financial and performance audits following GAAP
• Three years experience with audits following GAGAS
• Employ at least one CPA licensed in New York
• Three years experience providing auditing services to government agencies

• Perform Annual Financial Statement Audit
• Conduct Annual External Performance Audit
• Review NYSOH financial reporting structure and policies
• Test samples of receipts and expenditures
• Review internal controls and financial policies
• Produce certified annual audit reports
• Assess Marketplace compliance with regulatory requirements
• Identify errors in eligibility determinations
• Develop and execute audit work plans
• Present audit findings and recommendations
