Buyer seeks a comprehensive space needs, utilization, and planning analysis of the Rooney Justice Center, Clay County Detention & Public Safety facilities. The study aims to accommodate the addition of a circuit court and analyze current and future needs. The selected vendor will work with county officials to review space usage and recommend allocation, renovation, and acquisition plans. The project includes concept designs and cost estimates for various options.

• Analyze current and future uses of County property
• Provide recommendations for renovations or new property acquisition
• Perform condition analysis of current facilities
• Analyze interior and exterior space needs
• Review compliance with ADA standards
• Develop space use plan for 5, 10, 15, and 20 year periods
• Provide concept designs for remodeling and construction options
• Estimate design and construction costs for all options
• Consider life cycle costs and green construction opportunities
• Work with County Deputy Administrator on space allocation plans
