Covid-19 Vaccination Advertising Campaign

Buyer seeks a qualified firm to research, test, develop and execute a public health awareness campaign to increase COVID-19 vaccine uptake in the County, particularly in underserved Black/African American and Latino communities. The campaign aims to promote vaccine awareness, safety, and uptake while addressing systemic inequities and building trust in vaccination efforts. The contractor will develop a strategic plan, create audience-centered materials, implement a media strategy, and provide ongoing campaign management and analysis.

- Actively engaged in communication, advertising and marketing for at least 7 years
- Experience developing successful public health awareness and marketing campaigns
- Experience developing outreach to minority, underserved and special populations
- Experience working with current and emerging communications platforms and technologies
- Knowledge of and/or experience working in Maryland and/or Howard County
- Conduct market research on Black and Latino populations with low vaccine uptake
- Develop strategic plan for COVID-19 vaccine awareness campaign
- Create audience-centered, research-driven creative materials in English and Spanish
- Develop and implement social media strategy across multiple platforms
- Execute cost-efficient advertising campaign and media buying strategy
- Provide ongoing campaign management and effectiveness analysis
- Collaborate with Health Department staff to evaluate and adjust campaign
- Address systemic inequities and build trust in vaccination efforts
- Promote COVID vaccine as safe way to prevent hospitalization and death
- Position Health Department as local public health expert on COVID-19
