• Project Lead with experience in Consolidation Plans and similar projects
• No record of judgments or lawsuits against the City
• Not in arrears or default of any debt or contract with the City

• Develop and prepare Consolidated Plan for FY 2025-2029
• Conduct housing and homeless needs assessment
• Analyze community and economic development needs
• Create 5-Year Strategic Plan identifying priority needs and goals
• Prepare FY 2025 Annual Action Plan
• Update Citizen Participation Plan
• Conduct Analysis of Impediments to Fair Housing
• Facilitate public participation and stakeholder engagement process
• Submit completed Consolidated Plan using HUD's online IDIS system
• Provide multilingual outreach materials and interpretation services
