- Identify potential for specific technology categories
- Identify potential for behavioral measures and approaches
- Identify potential for load management and demand response measures
- Identify potential for efficient fuel switching measures
- Conduct market sector potential studies for underserved markets
- Estimate technical, economic, achievable, and program energy-efficiency potential
