Buyer seeks proposals to develop a Comprehensive Economic Development Strategy for their service area. The strategy should include individualized goals for different population centers. Buyer requires the firm to conduct community meetings, analyze surveys, and develop strategies for business development and economic growth. The final deliverable must comply with US Department of Commerce-Economic Development Administration requirements.

• Develop CEDS for Karuk Tribe service area with individualized goals for Happy Camp, Orleans, and Yreka
• Conduct SWOT analysis and identify economic development priorities
• Host community meetings in Happy Camp, Orleans, and Yreka
• Create and analyze digital community survey
• Develop strategies for business attraction, retention, and expansion
• Prepare strategy for Opportunity Zones
• Develop plan for Tribal member owned business development
• Identify targeted industries for job creation and retention
• Establish metrics to measure strategy performance
• Conduct presentation of final deliverable to Tribal Council
