The buyer wants to expand electric vehicle charging, add resilience to key facilities, and lower operating costs. The project must be completed with no capital outlay and no increase in net annual operational costs. The services will be completed through an energy performance contract to deliver cost savings.

• Current accreditation by National Association of Energy Services Companies
• Included on U.S. Department of Energy's Qualified List of Energy Service Companies
• Active General Contractor's license in California for minimum 24 months
• Minimum bonding capacity of $15 Million
• Implemented 5 comprehensive energy/water savings projects with public entities in past 3 years

• Perform preliminary energy/water resources audit
• Identify potential efficiency projects meeting City's goals
• Prepare Investment Grade Audit to refine project scope and costs
• Perform project development including engineering assessment and financial options
• Enter into Guaranteed Savings Agreement for project implementation
• Design, bid, construct, commission and train on efficiency improvement projects
• Expand electric vehicle charging infrastructure
• Develop microgrid for City Hall complex
• Integrate water production/use/loss monitoring into SCADA or consumption monitoring system
• Evaluate feasibility of distribution system zone monitoring for water loss
