The buyer is seeking a qualified full-service public relations/marketing agency to serve as an extension of the City's existing Public Relations department. The selected agency will work directly with the City's Departments of Police and Fire to develop outreach plans for different audiences. The agency will create tools outlined in the developed plans and work side by side with the City to implement them. The contract is for a period of one year.

• Proven experience in branding, public relations, and marketing within the public sector
• Strong creative writing skills for diverse audiences in an urban New Jersey city
• In-house capabilities for creative, graphic design, copywriting, planning, and project management
• Ability to complete projects within established time frames
• Experience in developing non-traditional communication and outreach strategies

• Develop recruitment strategies for Police and Fire Departments
• Create outreach plans targeting potential recruits
• Assess and enhance brand identity of Police and Fire Departments
• Produce advertisements across various media platforms
• Develop community engagement plan
• Manage and execute public events for recruitment
• Provide recommendations for website usability and content
• Monitor and analyze effectiveness of advertising campaigns
