The buyer is seeking proposals for combined Medically Supervised Withdrawal Services and Residential Stabilization Services. The services are to be provided at a 19,420 square foot Withdrawal and Stabilization Center in Lansing, NY. The program aims to provide appropriate care for individuals acutely ill from alcohol and substance use disorders. The contracted provider will operate 20 inpatient withdrawal beds and 20 residential stabilization beds, with flexibility for 10 beds to swing between programs as needed.

- Be an OASAS-certified voluntary agency
- Have documented history of providing certified services to individuals with substance use disorder in New York State
- Prequalify in the Statewide Financial System (SFS)
- Provide medically supervised inpatient withdrawal services for 20 beds
- Provide residential stabilization services for 20 beds
- Offer bio-psycho-social assessment and medical supervision of intoxication/withdrawal
- Provide individual and group counseling services
- Establish linkages with supporting services and referrals
- Implement OASAS-approved protocols for withdrawal symptom management
- Deliver medication-assisted treatment as clinically indicated
- Conduct psychiatric assessments and medication management
- Provide overdose prevention education and naloxone training
- Maintain compliance with OASAS regulations and reporting requirements
