The buyer is seeking proposals for a Medically Supervised Outpatient Clinic program to provide substance use disorder treatment services. The program must adhere to OASAS regulations and offer a range of services including counseling, medication-assisted treatment, and intensive outpatient care. The buyer prefers proposals that include supplemental intensive outpatient and medication-assisted treatment services. The selected provider will be responsible for staffing, operating, and reporting on the program in compliance with state requirements.

• Must be OASAS Certified
• Documented history of providing licensed services to individuals with substance use disorder in New York State
• Experience complying with OASAS and/or other state-level regulations and requirements
• Prequalified in the Statewide Financial System (SFS)

• Provide substance use disorder treatment services to individuals and families
• Offer medication-assisted treatment and intensive outpatient services
• Conduct admission assessments and develop treatment/recovery plans
• Deliver individual and group counseling sessions
• Coordinate care with other local treatment providers
• Implement OASAS regulations and reporting requirements
• Provide overdose prevention education and naloxone training
• Offer peer support services and complex care coordination
• Maintain appropriate staffing levels per OASAS regulations
• Submit quarterly program and financial performance reports
