The buyer is seeking to create a vendor list of pre-qualified Energy Service Companies to execute future energy savings performance contracting projects for State and County agencies. Selected companies will be eligible to participate in secondary solicitations for specific projects. The contract aims to increase successful energy savings projects statewide by implementing comprehensive energy-efficiency improvements in existing facilities that would otherwise be cost-prohibitive.

- Conduct commissioning of installed equipment
- Develop operations and maintenance plans
- Secure project financing through energy savings
- Manage design and construction of improvements
- Provide ongoing maintenance services as negotiated
