Housing Authority of the City of Bayonne

The buyer seeks an Independent Public Auditor to perform auditing services for the fiscal year ending June 30, 2024. The audit will cover all of the buyer's programs including Public Housing, Section 8 Housing Choice Vouchers, and Capital Fund Programs. The auditor must comply with federal and state regulations, prepare reports, and file required data with HUD. The contract will be awarded through a fair and open process.

• Licensed in New Jersey as Certified Public Accountant
• Compliant with business registration provisions of P.L. 2004, c.57
• Meet standards in Standards for Audit of Government Organizations
• Previous experience auditing public housing authorities

• Audit accounts and records for 12-month period ending June 30, 2024
• Comply with generally accepted government auditing standards and GAAP
• Prepare audit report in HUD-approved format within 6 months
• Provide 16 copies of report to Authority, 2 to HUD, 1 to National Clearinghouse
• Prepare synopsis of audit for local newspaper publication
• Attend meetings with Authority Commissioners, staff, and HUD auditors
• Make work papers available for required period
• Electronically file all data required by HUD
• Audit Public Housing, Section 8 Housing Choice Vouchers, and Capital Fund Programs
• Express opinion on whether financial statements fairly present Authority's financial position
