The buyer seeks a qualified consultant to assist with a climate planning project. The project will establish a system for quantifying local greenhouse gas emissions, identify policy changes to reduce emissions, and create a system for measuring progress. The consultant will also identify climate-vulnerable areas and establish mitigation strategies. The results will inform strategic priorities and support updates to the buyer's Comprehensive Plan and Capital Improvement Plan.

• Substantial experience with land use and environmental planning under Washington State GMA requirements
• Specific expertise in planning for climate change and reducing GHG emissions
• Experience with climate plans, capital facilities plans, or natural resource management for GMA cities

• Develop system for quantifying and tracking local GHG emissions
• Evaluate vulnerable populations, areas, and infrastructure
• Establish climate adaptation and mitigation strategies
• Identify policy and regulatory changes to reduce emissions
• Create system for measuring progress against GHG reduction goals
• Support updates to City's Comprehensive Plan and Capital Improvement Plan
• Conduct public outreach and engagement
• Prepare plans under Washington State Growth Management Act requirements
• Develop locally relevant and scientifically supported work
• Assist in preparing transportation and environmental management strategies
