Owens Valley Career Development Center

Buyer seeks a Certified Public Accountant to perform annual financial and compliance audits. The auditor will prepare financial statements, conduct field work, and present findings to the Board. Services include consultation on accounting requirements and compliance with Tribal Employment Rights Ordinance. The initial term is for fiscal year 2024-2025 with potential renewals for four additional years.

• 2/14/2024 - Proposal Due Date
• 8/1/2024 - Project Commencement
• 6/30/2025 - Initial Term End

• Certified Public Accountant(s) licensed in California
• Experience auditing programs financed by Federal, State, Tribal, county and local governments
• Experience auditing Indian Tribes, Tribal Organizations and related enterprises

• Perform annual financial and compliance audit in accordance with Federal Government standards
• Prepare financial statements and related notes
• Provide signed Audited Final Revenue and Expenditure Report for KIEC Grant
• Conduct pre-closing, interim tests and procedures
• Present financial audit report to Owens Valley Board of Trustees
• Complete and submit audit to Federal Audit Clearinghouse by March 31 each year
• Comply with Bishop TERO including payment of fees
• Retain work papers for at least 7 years
• Provide consultation during the year on accounting and reporting requirements
• Make working papers available to designated parties upon request
