Buyer seeks a qualified firm to assist with redeveloping the zoning code and development regulations. The project involves evaluating the historic district, creating a new downtown zoning district, and modernizing existing codes. Buyer requires expertise in urban planning, historic preservation, and community engagement. The selected consultant will provide recommendations for a Unified Development Code by June 2025.

• Good standing with State of Maryland, Harford County, and City of Havre de Grace
• Evidence of Professional Liability Insurance
• Direct industry experience in developing zoning districts based on multiple criteria
• Team includes professional qualified per Secretary of Interior's Professional Qualification Standards

• Define and document portions of National Register-listed Havre de Grace Historic District
• Work with residents and businesses to determine future vision for new district
• Create use schedule for new district based on vision and Comprehensive Plan
• Examine existing zoning code and related ordinances
• Provide report with proposed zoning code changes and suggestions for Uniform Development Code
