Buyer is seeking qualified contractors to establish a pre-disaster contract for debris management and removal services. The purpose is to ensure reliable and efficient debris clearance, transportation, processing, and disposal following a natural or man-made disaster. The contract will be for three years with possible renewal for two additional one-year terms. Services must comply with FEMA regulations, North Carolina state laws, and County policies.

- Experience with FEMA debris management guidelines
- Certified hazardous waste handling credentials
- E-Verify certification for all employees
- Compliance with federal, state, and local regulations
- Proper insurance coverage as specified
- Removal of debris from public rights-of-way and County-owned properties
- Emergency road clearance for public safety
- Sorting debris into appropriate categories (vegetative, construction, hazardous)
- Transportation of debris to approved storage sites
- Volume reduction via grinding, chipping, or burning
- Proper management of hazardous materials and special waste
- Demolition of unsafe structures
- Site restoration and cleanup
- Mobilization within 24 hours of Notice to Proceed
- Reaching full operational capacity within 72 hours
