Buyer seeks an experienced certified public accountant to provide Budget/Management Analyst services. The accountant will perform legislative oversight and a post-audit function for the Town without involvement in day-to-day administrative financial operations. The CPA will have free access to all financial records and will make quarterly reports to the Town Council. The contract requires approximately 400-600 hours per year with varying monthly workloads.

  • Licensed as a CPA in Massachusetts
  • Bachelor's degree in accounting, finance or related field
  • Five years of audit and accounting work experience
  • Relevant experience in municipal accounting
  • Two years satisfactory performance under five different contracts
  • Perform legislative oversight and post-audit function for Town finances
  • Review and examine all books, accounts, bills and vouchers continuously
  • Make quarterly financial reports to Town Council
  • Assist with review and analysis of departmental budget requests
  • Participate in Town Council and subcommittee meetings
  • Perform cost/benefit analysis on financial matters
  • Provide recommendations on alternative courses of action
  • Examine current program operations and recommend efficiency improvements
  • Analyze financial impacts of Town or School District plans
  • Review municipal accounting systems for accuracy and efficiency
  • Investigate irregularities in accounts or inadequacies in systems
  • Research town financial practices, policies, and procedures
  • Monitor compliance with financial regulations and policies
  • Assist Town Council with budget planning and development
  • Provide financial information and conduct research as requested
  • Analyze the accuracy of Town's accounting systems
  • Complete special financial projects as assigned
  • Serve as financial resource for Town Council
  • Provide ongoing budget and cost analysis for Council matters
  • Submit detailed bi-monthly invoices of services performed
