Buyer is requesting proposals from qualified CPA firms to audit its financial statements for fiscal years 2025-2027 with option for two additional years. The audit must follow generally accepted auditing standards, Government Auditing Standards, Single Audit Act provisions, and state requirements. Additional services include JBA audit and optional ACFR preparation. The contract will be awarded to the lowest responsive, responsible vendor meeting specifications.

• 4/10/2025 - Last day for Addendum posted
• 4/22/2025 - Proposal Due Date
• 5/7/2025 - Evaluation of proposals complete
• 5/12/2025 - Council approval
• 5/15/2025 - Contract executed
• 6/15/2025 - Detailed Audit plan due
• 7/15/2025 - Preliminary work begins
• 10/30/2025 - Fieldwork complete
• 11/17/2025 - Draft versions ready for review
• 12/8/2025 - Final report to Council

• Must be certified public accountants licensed in Michigan
• Firm must be independent as defined by auditing standards
• Must have government auditing experience
• Must comply with continuing professional education requirements

• Audit City financial statements for fiscal years 2025-2027
• Express opinion on fair presentation of basic financial statements
• Issue reports on compliance and internal control
• Perform Single Audit if needed
• Audit JBA financial statements
• Prepare Annual Comprehensive Financial Report (optional)
• Submit detailed audit plan by June 15
• Complete field work by October 30
• Conduct weekly progress conferences during fieldwork
• Present final audit report to City Council by December 8
