Department of Hawaiian Home Lands

The buyer is seeking grant proposals statewide to support existing projects, programs, and services for existing homestead communities. The buyer aims to improve existing community facilities on Hawaiian Home Lands to promote healthy and thriving native Hawaiian homestead communities. Grant proposals may cover areas including land use, water resources, infrastructure, economic development, healthy communities, housing, and food production. The buyer encourages partnerships and teams consisting of DHHL beneficiaries and non-beneficiaries to apply. Projects must benefit DHHL Homestead Lessees and implement their homestead community visions.

• 10/22/2024 - Deadline to submit questions
• 10/24/2024 - DHHL's response to questions
• 11/25/2024 - Pre-opening modification deadline
• 12/2/2024 - Proposal Due Date

• Demonstrate majority of organization's clients/participants are native Hawaiian beneficiaries of HHCA
• Have IRS tax-exempt nonprofit status or be registered as nonprofit under Chapter 414D or 421J, HRS
• Provide Certificate of Vendor Compliance from Hawaii Compliance Express
• Have current DHHL land disposition and be compliant with terms and conditions, if applicable

• Implement programs and services for existing homestead communities
• Improve existing community facilities on Hawaiian Home Lands
• Promote healthy and thriving native Hawaiian homestead communities
• Address DHHL General Plan policy topics
• Implement projects listed in Commission-approved DHHL Regional Plans
• Provide benefits to DHHL homestead lessees
• Track and verify homestead lessees receiving services
• Submit quarterly reports and financial reports
• Make presentations to the Commission
• Prepare a community outreach plan
