The buyer is seeking qualified consultants to prepare Cost Allocation Plans for the fiscal year ended December 31, 2023. Services include preparing detailed Cost Allocation Plans, developing indirect cost rates, reviewing allocation methodologies, and representing the buyer in negotiations with federal agencies. The consultant will work to optimize potential indirect cost recoveries and secure approval of the plans.

- 10/17/2024 - Pre-Proposal Conference
- 11/4/2024 - Proposal Due Date
- All proposed key personnel must have at least 3 years of relevant work experience
- Project Manager must have minimum 5 years of relevant experience within past 5 years
- Prepare detailed Cost Allocation Plan based on actual expenses
- Prepare Full Cost Allocation Plan based on actual expenses
- Develop indirect cost rates from Cost Allocation Plans
- Review data collection worksheets, allocation bases, and cost pools
- Develop strategies to optimize potential indirect cost recovery
- Attend negotiation proceedings with Federal government's cognizant agency
- Represent County if plans/rates are projected by other agencies
- Present and secure approval of plans with Federal agencies
- Maintain project documentation for 3 years after approval
- Perform special tasks related to cost allocation plans as requested
