The buyer is seeking an experienced urban planning firm to create a new 20-year Comprehensive Plan. The current plan from 2003 is outdated and does not reflect current trends or community needs. The buyer wants to integrate multiple smaller-scale planning efforts with resident input to guide decisions, policy, and overall community direction. The plan should position the city as an affordable community for all ages, rich in history, character, amenities, and natural beauty.

• Review and analyze existing adopted planning documents
• Develop options for robust public engagement process
• Create Existing Land Use Map and Future Land Use Map
• Develop comprehensive plan goals, objectives, and implementation strategies
• Create performance management and implementation plan with metrics
• Analyze proposed goals against City Code of Ordinances
• Deliver final comprehensive plan document with compelling graphics
• Provide condensed version of goals for public consumption
• Ensure all documents are web and print-ready
• Integrate UNICEF Child-Friendly City and AARP Age-Friendly Communities initiatives
