The buyer is seeking a consultant to develop a five-year Consolidated Plan and first-year Annual Action Plan. The consultant will assist with data collection, needs analysis, and strategy development in accordance with HUD requirements. They will also provide technical assistance for various HUD programs and help with staff training. The project involves extensive consultation with agencies and community groups.

• Minimum of 3 years' experience providing services sought in this RFP
• Familiarity with HUD's eCon Planning Suite, CDBG Regulations, Consolidated Plan methods
• Knowledge of affordable housing, homeless, and community development resources and agencies

• Develop five-year Consolidated Plan and first-year Annual Action Plan
• Perform consultations and data collection for HUD tables and needs analysis
• Prepare Executive Summary for Consolidated Plan and Annual Action Plan
• Develop new strategies, objectives, priorities, and programs for plans
• Conduct consultations with agencies and community groups
• Assist with public hearing presentation for City Council adoption
• Provide technical assistance for CDBG, HOME, ESG, and SLFRF programs
• Assist with staff training and serve as resource for HUD program questions
• Review and make recommendations on program planning and reporting documents
• Assist in creating policies and procedures for CDBG, HOME and ESG programs
