The buyer seeks a Foreign Assistance IT Project Manager to support the Bureau of International Narcotics and Law Enforcement Affairs. The position involves planning, developing, and implementing complex IT and communications projects worldwide. The project manager will analyze needs, conduct studies, define project scopes, and manage large-scale plans. They will also make recommendations to senior staff and ensure compliance with policies and regulations.

• U.S. citizenship with ability to obtain Department of State Secret level security clearance
• Bachelor's Degree in IT and/or communications management
• Minimum eight years experience in program management, one at GS-13 level
• Comprehensive knowledge of IT and communications laws, policies, and regulations
• Extensive experience in designing and managing large IT and Communications programs

• Analyze project needs and plan large-scale IT and communications projects
• Conduct in-depth analytic studies on technical aspects of operational requirements
• Define project scope, work requirements, schedules, and budgets
• Liaise with contracting firms and other agencies involved in projects
• Make recommendations to senior staff on project implementation and improvements
• Develop and maintain integrated reporting systems for international programs
• Draft position papers and reports on INL projects and funding
• Manage large-scale project plans with milestones, metrics, and delivery schedules
• Forecast workload and prepare budget estimates for development and implementation
• Ensure compliance with financial management policies and Foreign Assistance Act
