The buyer seeks to develop a comprehensive regional Vision Zero action plan and individual plans for each jurisdiction in Monterey County. The project requires extensive community engagement, data analysis, and development of safety countermeasures. The buyer aims to reduce and eliminate serious-injury and fatal crashes affecting all roadway users. The plan will utilize a Safe Systems Approach and focus on infrastructure, human behavior, and emergency response.

• Experience on a project that led to approval of a SS4A Action Plan
• Experience developing successful community engagement plans on roadway safety projects
• Familiarity with work in rural communities

• Develop a comprehensive regional Vision Zero action plan

• Conduct extensive community engagement and public outreach
• Perform data analysis on crash history and safety data
• Identify high-injury networks and conduct equity analysis
