Buyer seeks to establish a statewide Texas Foster Youth Network to coordinate referral services for foster youth across the state. The network will include a comprehensive referral tracking system, call center, and regional coordinators to facilitate access to services for foster youth. Buyer requires development of network infrastructure, provider recruitment, staff hiring and training, and creation of a sustainability plan.

• Conduct comprehensive landscape analysis of resources across Local Workforce Development Areas
• Develop framework for statewide Texas Foster Youth Network
• Develop or purchase statewide referral tracking system
• Establish procedures for provider enrollment and referrals
• Develop outreach and recruitment strategies for foster youth and providers
• Hire staff including manager, regional coordinators, and call center staff
• Create and manage statewide call center for foster youth services
• Provide training to network providers on referral system
• Facilitate information sharing and coordination among network providers
• Develop sustainability plan for continued network operations
