• Bachelor's degree in communications, journalism, public administration, English or political science
• Minimum five years of professional experience in communications
• Local knowledge and/or expertise
• Strong oral, written, and graphic communication skills
• Computer literacy and knowledge of modern software applications

• Evaluate and develop comprehensive communications strategy
• Create crisis communications plan
• Improve media relations strategy
• Optimize use of technology and digital/social media platforms
• Ensure equitable communication across diverse populations
• Provide guidance on bimonthly messaging for internal and external staff
• Assess and improve website content and user-friendliness
• Coordinate media training for key personnel
• Monitor and assess potential threats for crisis mitigation
