- Develop and implement intensive public engagement campaign
- Create 3-5 distinct park design options based on community input
- Provide renderings and phased development approach for each design option
- Present design options and reports to Board of Mayor and Aldermen
- Coordinate with city staff and prepare detailed meeting minutes
- Incorporate Spring Hill Parks and Recreation Master Plan
- Consider potential future land acquisition in design options
- Develop phasing cost estimates with anticipated escalation
- Analyze federal and state regulatory constraints specific to the property
