Buyer seeks qualified and experienced Grant Writing and Management Services consultants. The consultant will assist various City departments in securing funding through grant opportunities. Services include preparing grant applications, identifying opportunities, providing implementation assistance, and ensuring compliance with reporting requirements. Buyer intends to establish an On-Call List and may enter into agreements with multiple firms based on qualifications and expertise.

• Ten years of experience conducting specific type of services required
• Experience with at least three other clients performing like services
• Capable of providing required services following agreement approval
• Necessary resources, certifications, knowledge, skills, and experience
• Financial stability and resources to provide required services
• Demonstrable technical proficiency and verifiable grant consulting experience
• Experience working with FEMA and/or CAL OES on reimbursement and grant programs

• Conduct funding needs analysis with City departments
• Research and identify grant opportunities across various City departments
• Prepare tailored grant applications and supporting documentation
• Assist with grant implementation and project planning
• Ensure compliance with reporting requirements and deadlines
• Train and mentor City staff on grant-related best practices
• Develop performance metrics to measure grant program success
• Manage awarded grants and perform reporting duties (optional)
