Buyer seeks a qualified advertising agency to serve as Agency of Record. The selected contractor will develop and execute multi-segment, integrated marketing campaigns to promote buyer to California's diverse population. Services include account management, strategic planning, creative development, media planning and buying, and campaign evaluation. The contractor must deliver innovative ideas and best-in-class marketing campaigns to build brand awareness and motivate Californians to enroll in health insurance coverage.

• Full-service California-based advertising agency in business since January 1, 2019
• Minimum annual gross billings of $100 million in at least two of past four years
• California office has a minimum of 50 employees
• No conflicts of interest under Covered California's Conflict of Interest Code

• Develop and execute statewide marketing campaigns
• Provide integrated account management services
• Create strategic marketing plans
• Develop and produce creative assets
• Plan and buy media across multiple channels
• Conduct market research and campaign evaluation
• Manage social media strategy and content
