The buyer seeks a qualified organization, firm, or individual to provide consultation and support for transitioning Fiscal Agent services in-house. The project timeline is estimated to be from October 1, 2024, to October 1, 2025. The buyer aims to achieve cost efficiencies, gain greater control over financial operations, and enhance oversight by managing these services internally. The transition will also help build organizational capacity over time.

• Experience with WIOA compliance including uniform guidance
• Experience in transition management
• Experience in fiscal management in public sector organizations

• Conduct initial assessment of current fiscal agent services and operations
• Identify key challenges, risks, and opportunities for transitioning to in-house management
• Develop transition plan with detailed steps, timelines, and roles
• Review and align fiscal management policies with WIOA regulations
• Develop onboarding and orientation materials for new fiscal staff
• Aid in developing job description and assist with interviewing candidates
• Advise on selection of appropriate software and information technology
• Provide guidance on setting up initial chart of accounts
• Conduct regular check-ins and address implementation challenges
• Support seamless transition to in-house fiscal agent services
