- Renovate or construct new manufacturing facilities
- Implement advanced technology to improve competitiveness
- Retain existing full-time employees for 2 years
- Demonstrate increased outputs and market competitiveness
- Support reduction of greenhouse gas emissions
- Export products outside of New York State
- Maintain employment levels for 2 years after award
