Luzerne County Office of Human Services

The buyer is seeking professional audit services for its Human Services Departments. The audit covers fiscal year ending June 30, 2024 for three joinders and calendar year ending December 31, 2024 for two departments. The audit must be conducted in accordance with generally accepted auditing standards and government auditing standards. The buyer requires a comprehensive financial audit, Single Audit, and agreed-upon procedures for the DHS Single Audit Supplement.

• Licensed to practice in Commonwealth of Pennsylvania
• Independent of Luzerne County as defined by current professional standards
• Experience auditing state, county, and/or local government activities
• Experience auditing programs financed by the Federal Government

• Conduct annual audit of Luzerne County Human Services Departments
• Audit financial statements in accordance with GASB Statement No. 34
• Prepare Single Audit Report including Schedule of Expenditures of Federal Awards
• Perform agreed-upon procedures for DHS Single Audit Supplement
• Issue reports on compliance and internal control
• Conduct planning meeting prior to start of audit work
• Hold progress meetings to ensure timely completion of audit
• Conduct exit conference to discuss findings and recommendations
