• Demonstrate experience deploying technical assistance programs for small businesses
• Have partnerships with higher education institutions providing business management and finance courses

• Develop curriculum for business management, sales, procurement, and financial education
• Design program model incorporating value proposition and applicant selection
• Develop operating procedures and program manual
